The High Lords of Terra

The dozen most powerful servants of the Imperium, who rule in the silent Emperor's name and decide the fate of a million worlds from Terra.

The High Lords of Terra are the innermost council of the Imperium, the small circle of supreme adepts who together wield the authority of the God-Emperor while He sits silent upon the Golden Throne. Numbering traditionally twelve at any time, though the seats shift with the fortunes of Imperial politics, they hold in their hands decisions that ripple across the entire galaxy: the founding of crusades, the sanctioning of Exterminatus, the allocation of resources that will save some worlds and doom countless others.

Each High Lord commands one of the great institutions of the Imperium, and it is the power of the office rather than the person that earns a place at the table. The Master of the Administratum, the Ecclesiarch of the state church, the Fabricator-General of Mars, the Grand Master of Assassins, the Inquisitorial Representative, and their peers convene as equals, though few of them trust one another and fewer still act for any interest beyond their own.

In truth the High Lords rule less by decisive command than by ceaseless negotiation. Their council is a nest of intrigue, faction, and glacial compromise, where a single edict may take decades to pass and where ambition is checked chiefly by the rival ambitions of the others. That the Imperium survives such governance at all is a testament less to its rulers than to the sheer inertia of an empire too vast to be swiftly ruined.
