The Administratum is the immense bureaucracy that records, taxes, and administers the Imperium of Man, the beating clerical heart of the Adeptus Terra. It is arguably the largest organisation ever to exist, employing untold trillions of scribes, clerks, adepts, and archivists across every world humanity holds.
Its purpose is to keep the Imperium functioning through sheer weight of record-keeping: tallying populations, levying the tithes that feed the Imperial war machine, tracking the movements of fleets and regiments, and preserving the endless edicts by which a million worlds are ruled. So vast and ancient is this machine that much of its own workings have been forgotten, and whole departments labour at tasks whose original purpose no living adept remembers.
Inefficiency on a cosmic scale is the Administratum's defining trait. A single request may take centuries to process, worlds have been taxed for populations dead for millennia, and errors of a single misplaced digit can doom or spare entire planets. Yet for all its glacial ponderousness and endemic corruption, the Administratum is indispensable. It is the ledger by which the High Lords of Terra marshal the resources of the species, and without it the Departmento Munitorum could not arm a single soldier.
