The High Lords of Terra are the ruling council that governs the Imperium of Man in the name of the Emperor. Since He resides eternally upon the Golden Throne, unable to rule directly, this body of the most powerful figures in Imperial society wields His authority in practice, issuing the edicts that steer a realm of a million worlds.
The council traditionally numbers twelve senior members, drawn from the heads of the Imperium's mightiest institutions. Among them typically sit the masters of the great administrative, military, ecclesiastical, and technological branches of government, though the exact composition shifts over the centuries as factions rise and fall. Each represents an enormous power base, and each brings competing agendas to the chamber.
Despite their exalted station, the High Lords are far from a united body. Their meetings are arenas of intrigue, rivalry, and endless political maneuvering, where alliances form and shatter and where control of resources, armies, and information is bartered like currency. Decisions that shape the fate of billions may hinge on personal ambition as much as the good of the realm. For all their bickering, the High Lords collectively hold the Imperium together, coordinating its vast bureaucracy and marshaling its defenses against the countless threats that beset humanity. They are the closest thing the Emperor's dominion has to a functioning central government.
