Imperial Bureaucracy

The Administratum

The colossal bureaucracy that administers the Imperium, its clerks and scribes burying a million worlds beneath tithes, records, and endless edicts.

The Administratum is the immense administrative bureaucracy that keeps the Imperium of Man functioning, or at least prevents it from collapsing outright. Charged with the impossible task of governing a realm of a million worlds and untold quadrillions of souls, it employs an ocean of clerks, adepts, scribes, and logisticians whose labours never cease and whose numbers no census could truly count. Every tithe assessed, every regiment raised, every world catalogued passes at some point through its endless halls.

So vast is the Administratum that no single mind comprehends it. Records are logged in triplicate and lost in quadruplicate, decrees issued centuries ago still wind their way toward worlds that no longer exist, and whole departments toil for generations upon tasks whose original purpose has been forgotten. Yet from this labyrinth of ink and parchment emerges the crude order that binds the Imperium together, the tithe-grades that feed its armies and the manifests that move its wealth between the stars.

The Master of the Administratum ranks among the mightiest figures in human space, commanding a seat among the High Lords of Terra by virtue of the sheer indispensability of the bureaucracy he oversees. To lose the Administratum's favour is to vanish from the rolls of the Imperium entirely, and worlds have starved because a decimal was misplaced or a shipment was routed to the wrong subsector.

Among the Administratum's gravest duties is the reckoning of the tithe of soldiers, the endless levy of bodies that feeds the Astra Militarum into the meat-grinder of eternal war. Ponderous, corrupt, and utterly essential, this institution is examined further in the glossary account of the Administratum, the grey and tireless engine of Imperial rule.
