The power maul is a bludgeon sheathed in a disruptive energy field, built to break bone and batter down resistance rather than to cut. When its crackling head lands it discharges a jolt of force that shatters armour and drops a foe senseless, making it as useful for taking prisoners as for ending them outright.
It is the signature arm of the Adeptus Arbites, the Imperium's grim enforcers of law, who wade into rioting hive-mobs with mauls sparking and shields raised. The weapon's balance of lethal and non-lethal force suits their work exactly, for a corpse cannot be interrogated but a stunned heretic can be dragged before the courts — and made an example of — at the Arbitrators' leisure.
Shock-mauls of similar design are wielded by the Skitarii Vanguard alphas of the Adeptus Mechanicus and by preachers, enforcers and provosts across a thousand worlds. Ornate or crude, ceremonial or brutally plain, the power maul speaks a single, universal language of authority: obey, or be broken. In the hands of those charged with keeping the Emperor's order, it is both a tool of control and a blunt promise of the consequences of defiance. Rioters who have felt its jolt, or watched a comrade drop twitching and senseless before an advancing shield-wall, seldom need a second lesson, and it is on such wordless demonstrations, as much as on any edict, that the fragile peace of a hive is kept.
