The Adeptus Arbites are the enforcers of Imperial law, a militarised judicial force that upholds the edicts of Terra across every world of the Imperium. Unlike local police, who answer to planetary governors, the Arbites answer only to the Adeptus Terra, standing apart from and above the authorities they oversee.
Their charge is not the petty crime of ordinary citizens, which they leave to local enforcers, but the great crimes against the Imperium itself: rebellion, heresy against Imperial law, refusal to pay the tithe, and any defiance of Terra's will. From fortified precinct-fortresses they watch the powerful, ready to crush sedition before it spreads. When a governor grows too ambitious or a populace too restless, it is the Arbites who deliver the Emperor's justice, often at the point of a shotgun.
Grim, incorruptible, and utterly without mercy, the Arbitrators are trained from youth to see themselves as the unbending letter of the law made flesh. They can hold a rebellious world in check until the Astra Militarum arrives, or spark a crusade with a single report to the wider Imperium. In a realm where compliance is survival, the High Lords of Terra rely on the Arbites to ensure that the Emperor's word, once given, is obeyed.
