The Empire

The Moot

The Moot is the ancestral homeland of the Halflings, a small, verdant province nestled within the borders of the Empire, granted to the little folk by Emperor Ludwig the Fat in gratitude for their skill at feeding his court. Bounded by gentle hills and the meandering River Aver, it is a land of rolling meadows, well-tended fields, orchards, and countless kitchens from which drift the smells of pie and pipeweed.

Unlike the grim, war-torn reaches of the rest of the Old World, the Moot is a place of comfort and plenty, its people concerned chiefly with the harvest, good ale, and the next meal. Halflings are ruled loosely by an Elder chosen for wisdom and a full larder, and they send an Elector to the Imperial councils, though their vote is often mocked by the great counts.

Despite their peaceful reputation, Moot-folk are not defenceless. Halfling scouts and archers serve in Imperial armies, and the province has weathered raids from greenskins and beastmen, defended by a stubborn love of home that belies the small stature of its people.
